Venue regulations are not there to dilute creative ambition. They are the framework that allows ambitious work to be built safely, inspected efficiently and opened on time. The strongest exhibition projects treat compliance as part of the design process, not an administrative task left for the final week.
Why venue build regulations shape the whole project
Every exhibition venue has its own technical manual, contractor rules and approval process. These sit alongside wider UK duties relating to health and safety, fire safety, electrical work, lifting operations and workplace welfare. A design that worked perfectly at one show may need substantial adjustment at the next because ceiling loading, access routes, floor loading, permitted materials or working hours differ.
For a marketing or event manager, the practical consequence is clear: do not approve a stand solely from a visual. Ask how it will be transported, installed, inspected, powered and removed. A dramatic double-deck structure, for example, may need structural calculations, venue approval, a fire strategy, protected escape routes and specific arrangements for people with reduced mobility. A modest-looking fabric ceiling can trigger rules around flame retardancy, sprinkler clearance and rigging.
The cost of discovering these issues late is rarely limited to a revised drawing. It can mean redesign fees, express freight, restricted build time, delayed approval or a feature being removed on site. Early coordination protects both the idea and the budget.
Guide to venue build regulations: start with the technical manual
The exhibitor manual is the working rulebook for a particular event. Obtain the current version as soon as space is confirmed, then share it with the stand designer, project manager, build contractor and any specialist suppliers. Do not rely on a manual from a previous edition of the show. Organisers and venues regularly change submission deadlines, loading procedures and permitted construction methods.
The manual usually sets out the stand’s maximum build height, boundary rules, sightline requirements, open-side rules and any restrictions on enclosed spaces. It should also explain submission requirements, such as plans, elevations, structural information, risk assessments, method statements and proof of insurance. Some venues require approval for all space-only stands; others focus their review on stands above a set height or with complex elements.
Treat these deadlines as build-critical milestones. Approval is not a rubber stamp. If a venue reviewer asks for changes, the design team needs enough time to respond without compromising fabrication or logistics.
Check the space, not just the stand
Your allocated footprint affects what is possible. Island, peninsula, corner and in-line stands carry different rules for openness, walling and visitor access. Boundary lines must be respected, but so must gangways, emergency exits, service points and neighbouring exhibitors’ visibility.
Ask for the hall plan and service drawings early. They reveal floor boxes, columns, fire points, doors, overhead obstructions and limitations that can materially influence the layout. A reception desk placed over an electrical trench, or a meeting room blocking access to a service panel, creates avoidable work on site.
The compliance areas that need close attention
Most custom stands involve several overlapping approvals. The exact requirements depend on the venue and the design, but the following areas are where experienced project management earns its place.
Structure, height and stability
Any stand with significant height, raised floors, platforms, staircases, double-deck levels, large scenic pieces or unusual cantilevered forms needs proper structural consideration. The venue may ask for calculations and drawings from a competent structural engineer, particularly where the structure is load-bearing or carries people.
Height limits are not simply aesthetic restrictions. They account for roof geometry, sprinkler coverage, smoke detection, emergency access and the presence of overhead services. A high feature may be allowed only if it remains a defined distance below sprinklers or if additional fire precautions are agreed. Do not assume that reducing a structure by a few centimetres solves the issue: the surrounding details matter.
Raised platforms also require thought. Edge protection, ramp gradients, step dimensions, handrails and load capacity must be appropriate to their use. Where visitors are invited onto a platform or upper level, safe access and inclusive access should be designed in from the start rather than added as an awkward afterthought.
Fire safety and materials
Fire compliance affects finishes as much as it affects walls. Carpets, drapes, textiles, timber treatments, graphic substrates and decorative foliage may require evidence of flame-retardant performance. Certificates should be requested from suppliers before materials are ordered and retained in the site file.
Enclosed rooms, ceilings and roof features need particular care. They can affect smoke movement, sprinkler discharge and escape routes. A meeting room may look like a simple addition to a stand plan, yet it can change the fire strategy entirely. Depending on the layout, the venue may require fire-rated construction, emergency lighting, illuminated exit signage or restrictions on the number of occupants.
Avoid treating certificates as paperwork to collect at the end. If a chosen finish cannot meet the required standard, a late substitution can alter colour, texture and lead time. Material choices should be signed off against the venue’s requirements during the design stage.
Electrics, lighting and AV
Electrical installations normally need to be carried out, tested and certified by competent personnel. Venue-appointed suppliers may control mains connections, while approved stand contractors complete the distribution and final installation. The precise arrangement varies, so establish responsibilities early.
Power planning should cover the real load, not an optimistic estimate. LED screens, coffee machines, demonstration equipment, charging points, feature lighting and catering appliances can quickly exceed a basic supply. Under-ordering power often leads to costly on-site upgrades; over-ordering wastes budget. A clear schedule of equipment, wattage and operating times gives the electrical plan a sound basis.
Lighting must also respect emergency systems and safe working conditions. Hot lamps, poorly managed cables and overloaded sockets are basic problems, but they remain common under time pressure. Build cable routes into the design, particularly where visitors, staff and cleaning teams will move through the space.
Rigging, machinery and heavy exhibits
Suspended signs, lighting trusses and overhead branding must be approved through the venue’s rigging process. Exhibitors should never arrange to hang items from the roof independently. The venue will assess available points, load limits, approved riggers, lifting schedules and installation timing.
Machinery, vehicles and heavy products introduce another level of planning. Confirm floor loading, delivery routes, door heights, turning space and whether a forklift, crane or specialist lifting plan is required. Fuel, batteries, hydraulic systems and moving parts may all be subject to specific controls. A large exhibit can be an exceptional focal point, but only when its transport and positioning are engineered as carefully as its presentation.
Build safely during the limited access window
A compliant design can still run into trouble if the build programme is unrealistic. Exhibition halls are busy shared workplaces during tenancy. Multiple contractors may be unloading, building, wiring and dressing stands at the same time, often within a tight access period.
A project-specific risk assessment and method statement should explain how the work will be carried out safely. This includes manual handling, work at height, lifting, tool use, vehicle movements, waste management and the sequence of construction. Contractor inductions, PPE requirements, permitted working hours and access passes are usually controlled by the organiser or venue.
The best programmes build in inspection time. Structural elements should be checked before finishes hide them. Electrics should be tested before the final clean. Fire equipment, escape routes and signage should be reviewed before furniture and product displays arrive. Rushing these checks creates risk and makes last-minute corrections more expensive.
